A five-year EU-funded programme (2019-2024) empowering Libyan civil society to advance the rule of law through dialogue, research, and grassroots action.
SHARP (Shared Action on Rule of Law Progress) ran in two phases between 2019 and 2024, supporting Libyan-led initiatives to advance the rule of law. The programme combined dialogue facilitation, capacity building, and small-grant projects to drive change from the ground up.
Across both phases, SHARP grew from 27 to 64 partner organizations, organized 259 SUQ dialogues, and reached over 4,000 direct participants, all while maintaining strong female participation and 100% Libyan-led implementation in its second phase.

Strengthening Libyan institutions' response to rule of law challenges. Built foundational capacities, fostered dialogue culture, and prioritized local empowerment.
National dialogue and social cohesion at scale. Expanded the rule-of-law network nationwide with 100% Libyan-led activities and institutional partnerships.
Search, Understand and Question. Facilitated conversations across Libya covering Access to Justice, Women's Empowerment, Local Governance, and the Rule of Law.
Funding Libyan-led projects on community development, social justice, local governance, and media engagement. 12 sub-contracts in SHARP I, 34 in SHARP II.
Workshops, trainings, and research that built skills in 100+ participants, with 24 of them becoming certified trainers themselves, ensuring long-term sustainability.
From 27 organizations in SHARP I to 64 in SHARP II, the network now spans all regions of Libya, including marginalized areas in the south, with active partnerships across ministries, municipalities, and civil society.
